Law

I obtained my Juris Doctor degree from Xavier University - Ateneo de Cagayan.

I currently have the following certifications:

Parliamentary Procedures

I am currently a member of the following organizations:

  • National Association of Parliamentarians (NAP, USA)
  • American Institute of Parliamentarians (AIP, USA)
  • National Society of Parliamentarians (NSP, The Phils.)

Since my third year in university, I have been serving as a consultant and parliamentarian for various student councils in Xavier University and others and other student governments. I deal mainly with the application of parliamentary procedures, legislative drafting, and interpretation of and advisement on constitutions, bylaws, and statutes.

Law School Student Involvement

In my first and third years, I was elected as a Representative of the Association of Law Students (XU-ALS) and concurrently served ex oficio as a Councilor of the XU-ALS Chamber, serving both executive and legislative functions. In my second year, I was appointed as an Associate Justice of XU-ALS Supreme Court. In my fourth year, I was elected as Vice President and concurrently served as the Chamber Convener. From my first to fourth years, I served in various positions in the Bar Operations Commission.

In my first year, I served as a member of the Constituent Assembly, which revised the XU-ALS Constitution which was later ratified.

In my second year, I served as a Representative of XU-ALS in the XU-CSG Constituent Assembly. I served as the Assembly’s Floor Leader, Parliamentarian, Chairman of the Judicial Branch Committee, and a Member of the Legislative Branch Committee. We revised the XU-CSG Constitution, which was later ratified.

Since my second year, I have been serving as an intern for the Xavier University Center for Legal Assistance (XUCLA) and the Ateneo Human Rights Center (AHRC). In my second year, I served as an intern for the Philippine Earth Justice Center (PEJC)

Engineering

I obtained my Bachelor of Agricultural Engineering (BSAE) from Xavier University - Ateneo de Cagayan. With the passage of RA 10915, this degree is now BS Agricultural and Biosystems Engineering (BSABE).

I passed the board exam shortly after, took oath, and became a Registered and Licensed Professional Agricultural and Biosystems Engineer (RPABE). I continue to be a member of the Philippine Society of Agricultural and Biosystems Engineers, the national Accredited Integrated Professional Organization (AIPO).

I taught and have been teaching various classes in the Department of Agricultural and Biosystems Engineering, including: ABE and Related Laws, Specifications, Contracts, and Professional Ethics; Undergraduate Seminar; Introduction to Water Management & Irrigation; Food Process Engineering; and Plant and Livestock Systems & Environmental Control Engineering.

University Student Involvement

From my 3rd to 5th year1, I served as the Presiding Justice for the Agriculture Student Council (XU-ASC). With that appointment, I concurrently served as the ex oficio Associate Justice for the ASC in the then Supreme Constitutional Court (SCC) of the Central Student Government (XU-CSG).

In my first year as Associate Justice, I served as the Chairman of the Committee on the Revision of the Rules of Court. In my second year in the Court, we adopted the Rules of Court for the XU-CSG, which was modeled largely after the Rules of Court of the Philippines.

In my second year, we founded the Integrated Bar and begun preparations of the first Bar Exam. Former members of the SCC created and administered the first XU-CSG Bar Exam. I passed that exam placing 2nd among all takers and subsequently became a Legal Student Counsel (LSC). I later served as the Chairman of the Integrated Bar and the Chairman of the Board of Examinees.

Personal Interests

I am currently studying the following languages:

  • Spanish
  • Japanese
  • Arabic
  • Cantonese

I continue to study and review topics in mathematics, physics, chemistry, and engineering.

I am studying Robert’s Rules of Order, 12th ed., which is the parliamentary authority for many organizations both in the Philippines and the United States. In addition, I am studying the AIP Standard Code and Mga Tuntuning Parlamentario ni Orendain.

I am studying laws in several jurisdictions, including Florida, New York, and modern Spain and Spanish Colonization of the Philippines. I am hoping to study laws such as Las Siete Partidas (a statutory code) and laws effective during the Spanish Regime such as Ley de Enjuiciamiento Civil (civil procedure) and Ley de Enjuiciamiento Criminal (criminal procedure).
